In Whiteout Survival, a state transfer moves your account to another state within your Transfer Group during a 7-day Transfer Event — here's how the window works, what to weigh before moving, and how to apply. State #3220 began in July 2025: a peaceful community that plays SVS, TAL, FDT and other events, but never at the expense of the State's long-term stability.

How We Play
3220 is built for people who want to enjoy the game for the long run.
We compete. We cooperate. We don't expect anyone to make Whiteout Survival a second job.
Here are the basics.
Cities are off limits
No attacks on cities within State #3220.
Simple.
Brothers in Arms — gathering tiles only
During Brothers in Arms (BIA), solo attacks on gathering tiles are allowed.
City attacks are not.
BIA may also be cancelled during some State of Power (SVS) or Frostdragon Tyrant (FDT) weekends when the State has bigger things going on.
Keep problems small
If a player causes a problem, we deal with the player.
We don't automatically turn one person's actions into an alliance-versus-alliance conflict.
That includes attacks on NAP facilities or buildings by non-NAP players.
Respond to the problem. Don't enlarge it.
That's what we mean by proportionality and containment.
Transfers — vibe matters more than firepower
We're looking for people who fit #3220, not simply the strongest accounts we can recruit.
That's why transfers have a Labyrinth score limit for incoming players.
We would rather have good neighbours than another leaderboard.
SVS — defend the State first
We participate in State of Power (SVS), but our first priority is simple:
Try not to get invaded.
Preparation matters more than Battle participation. Everyone's contribution is appreciated.
But we don't expect players to exhaust themselves or the State simply to chase Supreme Presidency.
If we win, wonderful.
If we don't, we move on together.
No finger pointing, no burning of players who upgraded outside the SVS Prep window.
Play at your own pace
Whiteout Survival keeps adding new heroes, gear, pets and systems. You don't have to chase everything.
Spend what feels comfortable, skip what doesn't, and take a break when you need one.
Nobody in #3220 is expected to burn themselves out trying to keep up. We're here for the long game.
TAL & Frostdragon Tyrant — participate, learn, enjoy it
For Tundra Arms League (TAL) and Frostdragon Tyrant (FDT), participation comes before trophies.
We'll organise enough to try and include as many players as possible, but we don't expect the State to mobilise at all costs.
Sometimes we'll be competitive. Sometimes we'll get flattened.
Either way, we play.
Room for everyone
There are only so many rankings and rewards to go around. In progression events like King of Icefield (KOI), outside SVS Prep, we'd rather they got spread around than stacked onto the same few accounts.
Place where you can, and leave some for your neighbours.
In return, we ask something simple:
Respect the State's basic rules, respect your neighbours, and help keep #3220 a good place to play.

State Transfers Mechanics
• You may transfer into States within the same Transfer Group.
• States are divided into Transfer Groups, and transfers are restricted within each group.
The Duration and Phases (7 Days in total)
Phase I: Pre-Transfer (3 Days)
During this phase:
- The Transfer Manager of each State can set a Power Cap (maximum allowed power) for entry into their State.
- Chiefs above the Power Cap: cannot freely transfer; may only transfer by invitation from the destination State's Transfer Manager in Phase II or Phase III.
- Ordinary Chiefs (not Transfer Managers): can view potential destination States; can view the Power Cap of each State.
Phase II: Invitational Transfer (2 Days)
- Transfer Managers may issue: Ordinary Invites, Special Invites.
- These invites allow Chiefs from other States to transfer early.
Phase III: Transfer Opens (2 Days)
- Chiefs are free to transfer to any eligible State within their Transfer Group provided they meet the State's Power Cap.
State Classification Rules
- States are categorised as either Leading States or Ordinary States.
- States with a Transfer Score ahead of others are classified as Leading States.
- All other States are classified as Ordinary States.
- A State's total Transfer Score equals the sum of Transfer Scores of the top 100 active Chiefs within that State.
Transfer Cost Rules
- State transfers cost [Transfer Passes].
- The number of Transfer Passes required is determined by a Chief's Transfer Score.
- Transfer Score is a calculated value based on: Chief's stats; comparison against eligible States' ratings; the higher the Transfer Score, the more Transfer Passes are required.
- Transfer Passes can be obtained from: In-game packs; Alliance shop.
